Description:

Egerton Swarthout, architect, and Eugene Savage, sculptor. This is the third fountain to sit in the center of Grand Army Plaza. It is named for the philanthropist Frank Bailey (1865-1953), who gave the money for its construction. The fountain was completed in 1932.
